The signals sent out by the Magnabait are more likely to attract the larger fish in any given area. Here’s why: Smaller fish are generally well aware of the size of larger predators. They are not likely to make themselves available in a Magnabait-produced feeding frenzy where they become food for the larger fish. Therefore the smallest fish that would come near the Magnabait is probably larger than the top predator in the area can eat.
